A is a forged part. B is machined from solid bar. They may look alike from their appearances. But their tensile strengths are very different. Textures in steels, just like textures in wood, play a very important role in its strength. The texture (flow lines) in A is in favor of tensile stress shown by red arrows. B is very weak under tensile stress in the direction shown.
Some manufacture of T-rod machine the "T" out of a rod rather than forge it out. Buyer should be aware of this and try not to be conned.
